Project Sleep’s 2025 Legislative Sleep Agenda

Project Sleep is a 501(c)(3) non-profit organization raising awareness about sleep health, sleep equity, and sleep disorders by working with affected individuals and families across the country. Believing in the value of sleep, Project Sleep aims to improve public health by educating individuals and policymakers about the importance of sleep health, sleep equity, and sleep disorders.

Project Sleep will educate and empower individuals using events, campaigns and programs to bring people together and talk about sleep as a pillar of health.

FY 2026 Funding Recommendations

  • The sleep community joins the broader public health community in requesting at least $11.6 billion in overall funding for the Centers for Disease Control and Prevention (CDC) and to maintain the integrity of the agency and its core activities.
    • Please provide at least $1 million in dedicated line-item funding to establish a sleep health and sleep disorders program at CDC and otherwise ensure sleep is appropriately considered as part of emerging efforts to address chronic diseases.
    • Please provide the new CDC Chronic Disease Education and Awareness Program with $6 million, an increase of $1.5 million over FY 2025.
  • The sleep community joins the broader research community in requesting at least $51.3 billion in discretionary funding for the National Institutes of Health (NIH). Moreover, please provide adequate resources to maintain support for the BRAIN Initiative and related NIH efforts.
  • Please continue to include “sleep disorders and restriction” on the list of conditions deemed eligible for study annually through the DoD Peer-Reviewed Medical Research Program (we were included on the FY25 proposed list and otherwise listed consistently since FY99 with the exception of FY 2024). Further, please restore full funding for the PRMRP to the traditional level of $370 million from the current level of $150 million.

Legislative and Policy Recommendations

  • Please ensure your Senators and Representatives support the SLEEP Act, timely legislation to establish a dedicated home for sleep health and sleep disorders activities in public health efforts led by HHS. While sleep is integral to human health and connected to many chronic illnesses, there are no dedicated and ongoing public health efforts focused on sleep at HHS.
  • We call on the administration and congressional champions to update the Social Security manual of Disabilities with a dedicated section on sleep disorders and standalone disability information for conditions like narcolepsy.
